Empowered Learning Transformation Centers
Since 1995 the state of New Jersey has made ELTC available to child care providers and other early childhood education professionals. Its mission is to improve the quality of early care and education practices by building the skills of the adults who support children’s growth and learning.
Empowered Learning Transformation Centers is in charged with protecting children, elderly adults, and people with disabilities from abuse, neglect, and exploitation. The ELTC child care licensing division regulates both in-home and center-based child care facilities; training requirements; and background checks.
Empowered Learning Transformation Centers promotes optimal health for individuals and communities by offering information on child and family health, mental health, and substance abuse services.
Empowered Learning Transformation Centers offers support to children and families through the Autism Program, blindness education, screening, and treatment, services for people who are Deaf and hard of hearing, and Early Childhood Intervention.
Empowered Learning Transformation Centers provides guidance and resources to help schools meet the educational needs of New Jersey students. Empowered Learning Transformation Centers is responsible of services to children with disabilities over the age of 3 under the federally mandated Individuals with Disabilities Education Act (IDEA).

Empowered Learning Transformation Centers is a service of the Child Care Bureau, U.S. Department of Health and Human Services. It serves as a national clearinghouse and technical assistance center that links parents, providers, policy-makers, researchers, and the public to early care and education information.
